Is it possible to set up a self-contained private LoRaWAN network server that will route all “unclaimed” messages to the public TTN EU network server if there is no application associated with a given node configured on the private LoRaWAN network server?

Possibly a bit more complicated than a simple “unclaimed message” forwarding solution (if that message is a join request or a confirmed message how to handle dowloads and potential latency issues?) you might consider Packet Broker (check out Johan’s presentations from the Things Conf Amsterdam in January or the recent The Things Virtual Conf from mid April (Check out TTN/TTI You Tube Channel! & GIYF
