End Device creation - with ABP - erro - invalid ids.dev_addr

when execute this command for create a end-device with abp activation and session key are generate autometically.

command:-
ttn-lw-cli end-devices create app1 dev2 --frequency-plan-id EU_863_870 --lorawan-version 1.0.3 --lorawan-phy-version 1.0.3-a --abp --with-session

I got this error:-
While creating device with ABP --with-session keys getting an error (invalid value of field ids.dev_addr) but couldnt understand how to give that value
