Apparently neither. There are reviews of this antenna from other sellers, they point out that the antenna is tuned for 950 to 1000.
Whether this applies to this seller to, I don’t know.
I suspect this is a WiFi antenna, too good to be true. If you scroll down on the ebay page the description quotes “Boost your wireless coverage with this 3dBi omni-directional Wi-Fi flexible antenna.” There are other references to WiFi scattered all through the description. Given what @txf has found, it may not even be tuned for Wifi
